Крупнейшая биржа криптовалют Польши Bitbay вынуждена отказаться от деятельности на родине и переехать на Мальту. Такое решение было принято руководством биржи по причине того, что польские банки не желают сотрудничать с площадкой. На Мальте же законы более приветливы.

На новом месте криптовалютная биржа будет работать под руководством нового оператора. Представители Bitbay сообщили также, что деятельность на территории Польши напрямую зависит от взаимодействия с местными банками, но и последний польский банк, поддерживающий сотрудничество с биржей, отказался от него в конце этого месяца.

Теперь же, после 31 мая, Bitbay закроет доступ к счетам в польских злотых, остальные функции будут доступны пользователям на площадке еще все лето. После 17 сентября площадка временно не будет работать, а пользователи, в свою очередь, смогут разве что вывести свои деньги без возможности ввода.

Представители биржи также успокоили, что все клиенты получат возможность зарегистрироваться еще раз, уже после того, как площадка развернет деятельность на Мальте. Несмотря на то, что платформа будет находиться под управлением нового оператора, она сохранит домен bitbay.net и торговый знак BitBay.

Стоит напомнить, что недавно о своем переезде на Мальту сообщила еще одна крупная биржа Binance.]]>

Known mostly for its azure seas and spectacular old towns, Malta has also become a hub for gambling and betting companies: nowhere else in the European Union does this sector account for such a large part of the economy as on the island south of Sicily in the Mediterranean Sea. While the gambling and betting boom contributes to the country’s trade balance and job creation, it also draws attention to a skills shortage and infrastructure gaps the sector is grappling with, a recent IMF paper shows.

Malta has been going through an economic boom in recent years: at nearly 6.5 percent of average GDP growth between 2013 and 2016, its economy has grown significantly faster than the euro area, and is today one of the fastest growing countries in the entire EU.

Together with the expansion, the economy reoriented toward the services sector. That sector includes gaming firms: providers of gambling and betting services, done the traditional way at lottery counters and casinos, but more importantly online or on mobile devices. In this sector, Malta’s advantage over the rest of the EU is staggering both in the relative size of the gaming industry (almost 12 percent of Malta’s total gross value added in 2016) and its recent expansion (the share in Malta’s gross value added grew by 9 percentage points between 2004 and 2014).

By 2016, gaming firms and other closely related businesses provided around 4.4 percent of Malta’s full-time equivalent jobs, with healthy increases in wages. The services trade surplus surged to 30 percent of GDP from about 12 percent of GDP in 2004, largely owing to strong gaming exports.

What explains Malta’s exceptional performance in this field? Partly, by being the first: the island was the pioneer among member states to regulate the online gaming industry in 2004, attracting firms from places such as Sweden and Austria to open shop. Then, unlike other countries with often state-owned gaming monopolies, Malta assigned licenses to multiple private enterprises. It also helped that the country is English speaking, and offers business-friendly tax regimes and political stability.

Malta keeps refining its gaming regulations, and to tackle money laundering risks, it has recently adopted new rules in this area that make online gambling and betting firms fully subject to EU anti-money laundering requirements. These include, among others, transparency in the ownership of companies, and cooperation among national financial intelligence units.

Yet, the boom brought to the surface several issues that need fixing. Due to a digital skills shortage, about 67 percent of employees in online gambling and betting firms are foreigners. Newly arrived software developers, specialized lawyers, and senior managers face rising housing rents. Companies have trouble finding modern office space and transport congestion has worsened. To ensure that growth prospects for the gaming and other sectors remain favorable, Malta is addressing these challenges by improving education and training for its workforce, revamping infrastructure, and strengthening innovation on the island.

<![CDATA[The Guardian view on press freedom: a connective tissue of society | Editorial]]> Ten journalists were killed in two attacks in Afghanistan on Monday along with 26 other people who seem to have been collateral damage. All of these deaths were tragedies for everyone who loved the victims. But attacks on journalists, like attacks on doctors or judges, are not just attacks on individuals and their families: they aim to tear the connective tissue of society. Not all journalists are singled out for killing, of course. Those who never attack the powerful or do not put themselves in harm’s way are unlikely to be victims.

Yet neither is it necessary to display the extraordinary determination of the Maltese investigative reporter Daphne Caruana Galizia, killed in a car bomb near her home last year, in order to be at risk. Often it is enough to be doing the unglamorous work of reporting what happens in plain sight, to ensure that no one turns away from what should be in front of their noses. There are times and places when the simple truth is in itself a provocation to thugs and criminals. In Afghanistan, as in Pakistan, in Mexico, and above all in Syria, journalists are killed simply for recording the atrocities around them.

Об этом свидетельствуют результаты исследования аналитиков из Morgan Stanley, которые опирались в своих расчетах на данные сайта Coinmarketcap. По словам авторов исследования, таким показателям во многом способствуют правильные и прозрачные регулятивные меры на территории некоторых стран.

Как показали результаты исследования, крупнейшими странами по объему торгов оказались Мальта, Белиз, Сейшельские Острова, США, а также Южная Корея и Виргинские острова. Интересен тот факт, что если анализировать количество зарегистрированных в стране бирж, то здесь Мальта и Белиз занимают лишь 22-е и 24-е места соответственно, а лидерами становятся Великобритания, Гонконг, США, Сингапур и Турция.

По словам руководителя проекта Шины Шах, такую нестыковку в показателях очень легко объяснить постоянной сменой мест базирования крупных бирж из одной страны в другую, именно поэтому такие высокие места занимают Мальта и Белиз.

«Крупнейшая мировая биржа Binance объявила о своем намерении открыть штаб квартиру в Мальте. Если мы исключим эту площадку из подсчетов, то Мальта сразу же займет гораздо более низкое место», — объясняет Шах.

Что касается Белиза, то здесь большую роль сыграла популярная китайская биржа OKCoin, которая теперь работает в этой стране. Еще один парадокс заключается в том, что несмотря на огромное количество криптобирж, работающих в Великобритании, объем их торгов составляет лишь 1% от общемирового показателя.

Как отмечает Шина Шах, такие высокие показатели Мальты, Белиза и некоторых других государств во многом обусловлены правильными, и, что самое главное, — прозрачными действиями регуляторов. По ее словам, совсем не обязательно, чтобы у бирж была свобода и мягкая правовая база, гораздо важнее четко понимать, чего ожидать в конкретной стране и как строить на ее территории свою будущую деятельность.

«Определённость и привлекательность регулирования заставляет биржи отдавать предпочтения в пользу той или иной страны – свод законов для компаний, которому они могут следовать при работе с цифровыми валютами и клиентскими активами, правила борьбы с отмыванием денег, налоги т.д. Регуляторная определённость безусловно входит в понятие привлекательности. Кроме того, низкие налоги также являются большим подспорием», — подытожила Шах.

Напомним, что правительство Мальты ни раз заявляло о готовности придерживаться принятому страной вектору развития криптовалютного бизнеса на территории острова. Стоит также отметить, что совсем недавно другая крупная криптобиржа OKex также объявила об открытии офиса в Мальте.
