Air France-KLM создаст французскую «дочку» для дальних перелетов

Группа Air France-KLM Group создаст параллельное Air France французское подразделение для дальних перелетов, сообщает Bloomberg. Об этом объявил гендиректор группы Жан-Марк Жанайяк. По его словам, создание новой «дочки» должно помочь группе сделать дальние рейсы прибыльными, составить конкуренцию на этих направлениях арабским авиакомпаниям, а также упростить управление ближними перевозками. Новая компания не будет лоукостером, добавил Жанайяк. К 2020 г. у подразделения должно быть 10 самолетов, а число дальних рейсов должно увеличиться на 30% за счет новых маршрутов. В новую компанию будут принимать пилотов, пожелавших перейти туда из Air France, условия еще не обговорены с профсоюзами, которые пока противились реструктуризации французской части бизнеса группы.

Председатель совета директоров и главный исполнительный директор Air France-KLM Group Александр де Жюньяк покидает компанию. Central African Republic rebels seize capital and force president to flee

Seleka rebels accuse CAR's president, François Bozizé, of reneging on peace deal to integrate opposition fighters into armyRebels in Central African Republic (CAR) have seized control of the capital, Bangui, after fierce fighting, forcing President François Bozizé to flee.At least nine South African soldiers were killed trying to prevent the rebels taking Bangui, dealing a blow to Pretoria's attempt to stabilise CAR and assert its influence in the region.Fighting broke out last week in the former French colony and rebels quickly swept south towards Bangui with the aim of toppling Bozizé, whom they accuse of breaking a January peace deal to integrate opposition fighters into the army."We have taken the presidential palace," Eric Massi, a spokesman for the Seleka rebel coalition, told Reuters.Senior government officials confirmed that the rebels had captured the city of more than 600,000 people, which lies on the banks of the Oubangi river bordering Democratic Republic of Congo (DRC). Residents reported widespread looting of homes and businesses."The looting is bad. Both the population and Seleka are involved," said one senior UN official in Bangui. "We are not sure who is in charge. I don't think it is clear yet. It is too early in the game."The violence is the latest in a series of rebel incursions, clashes and coups that have plagued the landlocked nation, which has rich deposits of gold, diamonds and uranium, since its independence from France in 1960.Bozizé's whereabouts were uncertain. A presidential adviser said he had crossed the river into DRC on Sunday morning as rebel forces headed for the presidential palace.France announced that it was sending more troops to secure Bangui's airport and protect more than 1,200 French citizens who live in the country.DRC's government asked the UN Refugee Agency to help move 25 members of Bozizé's family out of the border town of Zongo. The information minister, Lambert Mende, said the president was not among them.CAR has extensive and unprotected borders, and the rebel takeover may add to instability in the turbulent region. It was one of several countries where US special forces were helping local soldiers hunt down the Lord's Resistance Army, a rebel group originally from Uganda that has killed thousands of people across central Africa.As the loose coalition of rebels, some of whom are former rivals, tightened their grip on Bangui, it was unclear who would replace Bozizé or whether the prime minister, Nicolas Tiangaye, and his power-sharing government would remain in place.The rebels received several key ministerial portfolios in the government under January's peace deal but accused Bozizé of unfairly keeping important posts for his loyalists.Nelson Ndjadder, a spokesman representing Seleka's CPSK faction, said the rebels would begin a transition process towards elections that would include all political groups."This situation must not lead to any vengeance, pillaging or score-settling, which we would quickly condemn and bring those responsible to justice," Ndjadder said in a statement. A Reuters witness, however, saw youths looting houses, including the residence of Bozizé's son Francis, in the northern part of Bangui.Rebel fighters directed looters towards the houses of army officers, but fired their rifles in the air to protect the homes of ordinary citizens, the witness said.Seleka's forces had fought their way to the northern suburbs of the capital late on Saturday before an overnight lull in the fighting.Massi said the rebels had broken through a line of South African soldiers during their push into the city. Around 400 South African troops were deployed in the country as military trainers."I saw the bodies of six South African soldiers. They had all been shot," a Reuters witness said. Iran and Hezbollah 'have built 50,000-strong force to help Syrian regime'

Israeli military intelligence chief says Iran hopes to prolong life of Assad regime and maintain influence after his fallIran and Hezbollah have built a 50,000-strong parallel force in Syria to help prolong the life of the Assad regime and to maintain their influence after his fall, Israel's military intelligence chief has claimed.Major General Aviv Kochavi said Iran intended to double the size of this Syrian "people's army", which he claimed was being trained by Hezbollah fighters and funded by Tehran, to bolster a depleted and demoralised Syrian army.Kochavi, the director of military intelligence in the Israel defence forces (IDF), also said Assad's troops had readied chemical weapons but so far had not been given the order for them to be used.At the same time, he warned of the increasing sway of extremist groups in the opposition, particularly the al-Nusra Front, which he claimed was beginning to infiltrate Lebanon and was making connections with a Sinai-based militant organisation, Ansar Bait al-Maqdis, which is focused on attacks on Israel.Israel opposes the western arming of Syrian rebels because of its fears that the weapons will end up in the hands of such groups.Defence officials say they are focused on Assad's sizeable arsenal of chemical weapons and missiles and they are prepared to carry out more air strikes to stop such arms being transferred to Hezbollah, even at the risk of what a senior official predicted would be an ugly new war in Lebanon.Western and Israeli governments have long alleged that members of the Iranian Revolutionary Guards are advising Assad's generals, and that Hezbollah guerillas are fighting alongside Syrian government troops. Israeli officials say the commander of the Revolutionary Guards' elite Quds Force, Qassem Suleimani, has been in Damascus to oversee operations.In his speech on Thursday, Kochavi went much further and claimed that since last June Tehran had been using Hezbollah to build up a large Syrian militia that would be Iranian-controlled even in the event of Assad's fall from power."The damages of the imminent fall of Syria are very high for both Iran and Hezbollah. Iran is losing a sole ally in the region surrounding Israel. It will lose the ability to transfer weaponry through Syria to Hezbollah. Iran and Hezbollah are both doing all in their power to assist Assad's regime."They support Assad operationally on the ground, with strategic consultation, intelligence, weapons," Kochavi told the Herzliya Conference, a meeting of security officials and analysts in Israel."Most recently, they are establishing a 'people's army' trained by Hezbollah and financed by Iran, currently consisting of 50,000 men, with plans to increase to 100,000. Iran and Hezbollah are also preparing for the day after Assad's fall, when they will use this army to protect their assets and interests in Syria."He said the Syrian regular army was crumbling, claiming that several successive recruitment drives had failed, realising only 20% of their targets as young men had fled rather than join up. The International Institute of Strategic Studies yesterday reported that from a notional strength of 220,000, the army had withered to a core of about 50,000 the regime could rely on. The Institute for the Study of War in Washington estimated the loyal core at 65,000.Israel has warned the UK and France against arming Syrian rebels, arguing there will be no guarantees that sophisticated weapons such as portable anti-aircraft missiles will not ultimately find their way to al-Qaida affiliates and other extremist groups, and be turned against Israel.Kochavi claimed the al-Nusra Front had sent "subsidiaries" into Lebanon and had forged connections with Ansar Bayt al-Maqdis (also known as Ansar Jerusalem), which has launched attacks into Israel from the Sinai. He said al-Nusra intended to help the group establish cells in Lebanon.Israel's immediate focus is on preventing any of Assad's stockpile of chemical weapons and anti-aircraft and anti-ship missiles reaching Lebanon.Israeli officials say they have "intimate co-operation" with US intelligence on tracking these weapons. In February Israeli planes bombed a convoy suspected of transferring modern anti-aircraft missiles from Syria to Hezbollah, and Israeli officials, while not formally acknowledging them, would not hesitate to strike again."There is a readiness to strike again and an awareness that this could escalate. Israel is heavily focused on this, but worried that the rest of the world is not," an Israeli security source said.A senior IDF official said there were an estimated 50,000 rockets of various ranges in Hezbollah hands, of which a few thousand were capable of reaching Tel Aviv. He acknowledged that Israeli air strikes could trigger a war which neither Israel nor Hezbollah wanted at this time, in which Hezbollah would use much of this arsenal, forcing the IDF to launch another invasion of southern Lebanon, as he said only ground troops could root out the rockets and launchers that were hidden in south Lebanese villages."Hezbollah will give a house to a fighter in a village. It will be a three-storey house and one storey is for the storage of missiles," the IDF official said."In a future war, we would have to bomb and to send troops into the village. Unfortunately, it is not getting to be surgical. Will New Changes to Autism Diagnosis Leave Your Child in the Cold While Filling Big Pharma’s Pockets?

Professionals are worried that the change in criteria will put many autistic children at considerable risk.Age of Autism reported that Dr. Allan Frances, the psychiatrist who headed the development of the current DSM 4, is concerned that the new changes could cause children currently diagnosed with the condition to lose their health insurance, school placement, Medicaid and other services when the Diagnostic and Statistical Manual, Fifth Edition (DSM5) is published by the American Psychiatric Association in May. [1]WHAT THIS MEANS FOR YOUR CHILD Due to a rise in the numbers of children currently diagnosed with autism, the cost to the government is considerable. According to Autism Speaks, the world’s leading autism science and advocacy organization, research has shown that the annual cost of autism had tripled to a whopping $126 billion in the USA and £34 billion in the UK last year.Autism Speaks stated:The costs of providing care for each person with autism affected by intellectual disability through his or her lifespan are $2.3 million in the U.S. and £1.5 million ($2.4 million) in the U.K. The lifetime costs of caring for individuals who are not impacted by intellectual disability are $1.4 million in the U.S. and £917,000 in the U.K. (equivalent to $1.46 million). He stated that the costs are staggering and will continue to rise as its prevalence continues to increase. He said:We know that early diagnosis and treatment are critical, so it is imperative that the U.S. and governments around the world step up their commitment to helping people living with autism today. The investment we make now is essential to reducing the long-term costs of autism. [2]Changing the criteria for diagnosis in the new DSM 5 is one way to cut costs, but it will severely affect the lives of thousands of families. Many children with autism will not only lose their diagnosis but their educational provisions, healthcare and relevant medical services, while their symptoms and needs will not change.THE BIBLE YOUR CHILD’S DOCTOR MIGHT USEThe Diagnostic and Statistical Manual of Mental Disorders, published by the American Psychiatric Association, “is used by clinicians and psychiatrists to diagnose psychiatric illnesses … and covers all categories of mental health disorders for both adults and children. The manual is non-theoretical and focused mostly on describing symptoms as well as statistics concerning which gender is most affected by the illness, the typical age of onset, the effects of treatment, and common treatment approaches.” Currently, the medical profession relies heavily upon the criteria established in the DSM for diagnosing many neurological, psychological and medical conditions, including autism and ADHD. The current DSM 4 has five categories for diagnostic purposes. These are:Axis I: Clinical Syndromes This axis describes clinical symptoms that cause significant impairment. Disorders are grouped into different categories, including adjustment disorders, anxiety disorders, and pervasive developmental disorders.Axis II: Personality and Mental Retardation This axis describes long-term problems that are overlooked in the presence of Axis I disorders. Personality disorders cause significant problems in how a patient relates to the world and include antisocial personality disorder and histrionic personality disorder. Mental retardation is characterized by intellectual impairment and deficits in other areas such as self-care and interpersonal skills.Axis III: Medical Conditions These include physical and medical conditions that may influence or worsen Axis 1 and Axis II disorders. Some examples may include HIV/AIDS and brain injuries.Axis IV: Psychosocial and Environmental Problems Any social or environmental problems that may impact Axis I or Axis II disorders are accounted for in this assessment. These may include such things as unemployment, relocation, divorce, or the death of a loved one.Axis V: Global Assessment of Functioning This axis allows the clinician to rate the client’s overall level of functioning. Based on this assessment, clinicians can better understand how the other four axes are interacting and the effect on the individual’s life. [3]EVEN TEMPER TANTRUMS MIGHT BE CALLED A DISORDER Many professionals feel that the medical establishment relies too heavily on the DSM’s criteria for diagnosing a patient. Dr. Allan Frances believes that the DSM should not be thought of as the diagnostic bible. He has stated that the new DSM 5 is heavily flawed and that many of the changes are unsafe and scientifically unsound. He believes that this could eventually lead to unreliable diagnoses and said:DSM 5 got off to a bad start and was never able to establish sure footing. Its leaders initially articulated a premature and unrealizable goal – to produce a paradigm shift in psychiatry. Excessive ambition combined with disorganized execution led inevitably to many ill conceived and risky proposals. [4]Dr. Frances said that more than fifty mental health professional associations have heavily criticized the changes, asking for an outside review to be carried out. This request is to provide an independent judgement of the DSM 5’s supporting evidence and to evaluate the balance between its risks and benefits. He says that other professionals and organizations have expressed widespread astonishment over recent decisions, which are said to lack scientific support and defy common sense. In his article, he listed the ten worst changes. These include temper tantrums, which could soon be diagnosed as Disruptive Mood Dysregulation Disorder and the new changes for autism, which Dr. Frances says will result in lowered rates of diagnosis. The new criteria for autism estimated by the DSM 5 work group is set to lower the rates of autism diagnosis by ten percent. However, many outside research groups estimate that this decreased rate of diagnosis could be as high as fifty percent. Dr. Frances believes that the swing is heavily weighted in favor of psychiatry and therefore will benefit the pharmaceutical industry.THE NEW AUTISM Many people believe that autism is over diagnosed and will welcome the new changes. Others believe that the rates have risen due to a better understanding of the condition. An article written by Reuters has outlined the questions people are asking regarding the spike in the prevalence of autism and related disorders. Some people question if the increase is real or if the rise was due to parents, teachers, and even health care providers who are better able to identify symptoms of autism in children who would not have received the diagnosis a generation ago. The Reuters article suggested that some change in the environment might be responsible and said, “In recent years, suspicion has focused on everything from mercury, a known neurotoxin in air and food, to the increasing age of new mothers and fathers.” [5] Psychologist and specialist in autism Lisa Blakemore-Brown believes that vaccines are responsible for the rise and outlined an example of a case in the British Medical Journal of a vaccine-damaged child that she had worked with:If a group of people collapse after eating, say, Lemon Sole, in a particular restaurant, it would be ludicrous for those responsible to wave a hand over the problem saying that millions of people eat Lemon Sole every day and there are no problems. Health and Safety officials will get straight to the point of the issue and look at the fish in the restaurant, look at the individuals, test findings in the lab. As hundreds of parents have found their children have reacted adversely to vaccines, some cases have led to the ‘new variant autism,’ including loss of communication skills, motor impairments and bowel problems. Is it not these cases the government should be looking at for answers? The incidence of this particular tapestry of autism is indisputable. This is not related to increased recognition of autism. This type of autism is unusual and baffling to education and health professionals. [7] These changes become even more interesting, especially when you consider that at the same time as the criteria for autism embarks on an overhaul, a new report referencing a recent study published in the Polish journal Acta Neurobiologiae Experimentalis identifies the intensifying link between mercury toxicity and ASD.BUT I THOUGHT VACCINES NO LONGER CONTAIN MERCURY?Natural News shared information based on a report entitled "Evidence of Parallels Between Mercury Intoxication and the Brain Pathology in Autism," identifying a shocking 20 parallels between mercury poisoning and autism. According to Natural News, the study from the Institute of Chronic Illnesses in Maryland has identified nearly two dozen metabolic and systemic changes that occur inside the body as a result of mercury intoxication, including inflammation of the brain, intracellular degeneration, mitochondrial dysfunction, decreased blood flow to the brain, and pathological changes of blood vessels. [8] These are the very same changes that commonly occur in children with ASD. Many of these children have been vaccinated with vaccinations containing mercury in the form of thimerosal. Thimerosal is a preservative that is 49.6% ethyl mercury. According to Blakemore-Brown, it is a highly toxic poison that is both genotoxic and neurotoxic. It collects in the brain and organs such as the kidneys and interferes with our DNA, which can affect our brain and immune system. She attributes the huge increase in the incidence in autism to thimerosal in vaccinations. [9] Over the years, there has been a fierce debate as to whether childhood vaccinations still contain the preservative thimerosal because the preservative was believed to have been completely removed. Sadly, this never happened and many vaccines do still contain mercury, albeit at a reduced level. [10] The FDA was forced to admit in court recently that the preservative is still routinely used in childhood vaccines. President Barack Obama officially nominated Gina McCarthy to serve as administrator of the Environmental Protection Agency on Monday. McCarthy, if confirmed, would replace Lisa Jackson, who announced at the end of December that she would be stepping down. McCarthy previously served as the assistant administrator of the EPA's Office of Air and Radiation. The office develops policies and regulations for limiting air pollution and radiation exposure. Obama's nominee is likely to face resistance from congressional Republicans, who have openly opposed EPA regulations in recent years. The Washington Post previously reported that among industries regulated by the EPA, coal may be the only one to object to McCarthy's nomination. In a statement released by The League of Conservation Voters (LCV), President Gene Karpinski said that "Republicans and Democrats easily confirmed Gina McCarthy as head of the EPA’s clean air division, and we hope they move swiftly to confirm her as head of the agency." If confirmed, McCarthy also shoulders the task of regulating America's burgeoning natural gas industry and the controversial extraction process known as hydraulic fracturing, or fracking. While Obama has expressed his support for domestic natural gas development, he has also suggested there is a moral imperative to combat climate change. The Obama administration also faces the task of approving or rejecting the permit for the international Keystone XL pipeline. The Canada to Texas pipeline has drawn sharp criticism from environmental groups, who fear that major development of Alberta's oil sands reserves will exacerbate greenhouse gas emissions and further climate change. Frances Beinecke, president of the Natural Resources Defense Council, voiced her support for the cabinet nominee: “Gina McCarthy knows what it means to protect our air, water, land and health and stand up to the growing threats we’re seeing from climate change," Beinecke said in a statement. LONDON — More than a decade after online file swapping tipped the music industry into turmoil, record executives may finally be getting a sliver of good news. Industry revenue is up. A measly 0.3 percent, but it's still up. "For the global music business, it is hard to remember a year that has begun with such a palpable buzz in the air," said Frances Moore, whose International Federation of the Phonographic Industry put together the figures released Tuesday. "These are hard-won successes for an industry that has innovated, battled and transformed itself over a decade," she said in a statement. "They show the music industry has adapted to the Internet world." That adaptation has been a long time coming. Online song sharing popularized by services such as Napster at the turn of the millennium seriously destabilized the industry, which reacted with a barrage of lawsuits and lobbying. But the war on piracy failed to stem the tide of free music, and by the time executives finally began making legal music available through download services such as Apple Inc.'s iTunes, the industry was in a free fall. Since its 1999 peak, the global music industry's revenues have crashed more than 40 percent. Tuesday's figures, which show a rise in global revenue from $16.4 billion in 2011 to $16.5 billion in 2012, are the first hint of growth in more than a decade. Mark Mulligan, of U.K.-based MIDiA consulting, warned that Tuesday's figures did not mean the industry had put its misery years behind it. "We're probably near the bottom," he said, "but it's so marginal we could easily have another year or two where it could get worse." The physical music market continues to contract, losing another $500 million in revenue between 2011 and 2012, according to Tuesday's IFPI figures. The industry group has placed its bets on downloads, streaming, and subscription services to make up for lost ground, but there's still a long way to go. Downloads and streaming audio now account for most of the music sold in the United States and Scandinavia, but physical music – everything from vinyl records to DVDs – still accounts for the majority of industry revenue worldwide. Mulligan said he believed some of the lost revenue may never be recovered, with many casual users who used to buy the odd CD turning to free services such as YouTube, television music channels, or Internet radio instead. "This is a case of managed decline," he said, predicting "a sustainable but smaller market built around more engaged music fans."

'I've killed him,' said skydiver after collision with friend, inquest hears

Patrick Sandeman died after collision with fellow skydiver, Matt Le Berre, on approach to landing zone, inquest hearsA skydiver who survived a mid-air collision that caused the death of one of the country's leading wine merchants shouted: "I've killed him" as he lay injured, an inquest has heard.Patrick Sandeman died after a jump at Sibson Aerodrome, near Peterborough, Cambridgeshire, in September. He had collided with fellow skydiver Matt Le Berre on the approach to the landing zone, an inquest at Lawrence court, Huntingdon, heard on Thursday.As fellow skydivers and paramedics fought to save Sandeman's life, Le Berre was heard screaming in pain.Jump-master Michael Wilson-Roberts rushed to help both men within seconds of them hitting the ground. He said: "Matt was shouting: 'It's my fault, my friend, my friend, I've killed him.' He was also muttering in French."I can't say he was completely lucid. He was in a bad way and may not have been aware what he was saying but I can't deny what I heard."Sandeman, of Putney, south-west London, who suffered injuries to his head, ribs and pelvis, was pronounced dead at the scene. The 53-year-old, who had completed 677 previous jumps, was a partner in Lea & Sandeman, the fine wine merchants, and was described after his death as "a total ornament to the British wine trade".The inquest heard that on 22 September, Le Berre and Sandeman had jumped from the same plane. The airfield was busy that day and there was little wind.Their jumps were staggered for safety reasons with Le Berre jumping as part of the first group of nine and Sandeman part of a second group of four.Both left the plane at about 14,000ft (4,267 metres), reaching speeds of up to 200mph (322kph) in freefall before deploying their parachutes between 5,000ft and 2,500ft.Giving evidence, Le Berre, who had completed 488 jumps, said he was slowing after performing an advanced "swooping" manoeuvre, involving a sudden turn and increase in speed, when he saw Sandeman below him.Programmer Le Berre, 28, originally from France but residing in London, said he remembered pulling on his brakes but could not prevent his knees hitting Sandeman's canopy and tangling their parachute lines.Wilson-Roberts told the inquest that swooping turns created unpredictable landing patterns and made it more difficult for skydivers to predict one another's movements.He was part of Sandeman's group and captured a video of the jump using a head camera. It showed the early stages of the jump unfolding uneventfully before the camera lost sight of Sandeman.Sandeman's wife and son left the inquest while the footage was being shown. "It was only when I landed and was alerted by my wife that I found out they had collided," Wilson-Roberts said. "When I arrived at the accident scene, Pat was laying there completely silent and Matt on his side facing him.
