В данной статье речь пойдет про SMT-решатели. Так сложилось, что в исследовательских материалах, посвященных данной теме, появилась хорошая традиция. Уже несколько раз в качестве подопытного алгоритма для SMT-решателей разные исследователи выбирали один и тот же пример – крякми, придуманное некогда человеком с ником kao. The big tech lash | Tech giants under scrutiny | Counting the Cost

As society struggles to to catch up with the pace of technological change, governments around the world are waking up to the fact that our internet economy and how it operates is unaccountable and undertaxed. The European Union is reviewing Google for allegedly abusing its dominant market position in search. Germany is already investigating how Facebook profits from user data. The US is looking at whether Apple broke laws with software updates which slowed older iPhones. And Congress is holding more hearings on the use of social media platforms to allegedly disrupt US elections. Even so, with the increased scrutiny over disinformation, fake news and malicious actors buying ads, the internet companies could still find themselves hit by regulation sparked by the big tech backlash. Consumers, too, are asking if things like smartphones, designed to keep us online for longer are just making companies richer at the expense of children's mental health. "Since the Russia meddling and fake news, you're seeing a lot more heat on Facebook, Twitter and Alphabet - not just on Capitol Hill, but the EU and abroad," says Daniel Ives, chief investment officer at GBH Insights. Facebook has recently changed its news feed algorithm to reflect communication from friends and family, as opposed to news outlets, and Ives believes "they're definitely in the crosshairs of legislatures. And I think you're seeing Twitter, Alpha, and Youtube be a lot more strict and a lot more focused on some of the content that's coming through as we're seeing the double-edged sword of social media." European regulators aren't shy against tech giants, explains Ives. "There's a boxing match between Silicon Valley and the EU that's getting more intense. Part of the focus has been on Apple and Microsoft, but now you're seeing stricter potential for regulatory oversight. I think part of it is, these companies need to play nice in the sandbox. They need to have an olive branch to the EU. You've seen that with Facebook and their change to the tax code and what they've done in Ireland." According to Ives, "these companies, at this point, basically own the consumer kingdom...I don't think their core business model will change, but ... transparency and a lot more oversight around content" could be one example in extending the olive branch. "Facebook said they're going to stop crypto advertising and bitcoin advertising, so they said if this could be an issue [for the EU] then they're going to take it off." Also on this episode of Counting the Cost: UK-China relations: Britain's Prime Minister Theresa May has been in China this week to boost trade between the two nations as the UK looks to forge new partnerships for when it leaves the EU. But China will want to see what a final Brexit deal looks like before making any big commitments. There's a great deal at stake for both countries, as Adrian Brown reports from Beijing. Jianwei Xu, a senior economist for Natixis in China, offers his take. German car scandal: In Germany, opposition MPs are demanding answers from the government about a scandal involving well-known carmakers and diesel fume tests. A research group funded by BMW, Daimler and Volkswagen reportedly exposed volunteers and monkeys to toxic exhaust gasses. VW's suspended one of its senior executives following the public outcry about the secret tests, as Dominic Kane reports from Berlin. Thailand canal: Panama has its famous canal, the Suez canal cuts through Egypt, and now there's a plan to resurrect a 400-year-old plan for a sea link in the south of Thailand. The waterway would link the Indian Ocean and Andaman Sea, with the Gulf of Thailand and the South China Sea. Wayne Hay reports from Si Kao, which is home to a coastal community. Myanmar economy: Myanmar's economic prospects with the West are at risk, after mounting international criticism over its handling of the Rohingya crisis, as Scott Heidler reports from Yangon. India's WhatsApp dilemma | Deadly rumours | The Listening Post (Feature)

Fewer than one in four people in India have a smartphone, but in a country of more than 1.3 billion, that's about 300 million. And as of February 2017, 200 million of them are on WhatsApp - texting, voice messaging and video-calling each other - making India the messaging service's biggest market. But India's WhatsApp habit has a dark side too. Misinformation, disinformation, rumours and false messages can go viral. In at least two cases, fake messages spread on WhatsApp have led to mobs lynching innocent people. The growth of WhatsApp has coincided with a wave of political and socio-religious activism in India. Political parties, and the ruling party BJP in particular, have been adept at using the messenger as a powerful campaigning tool. Many religious and civic groups that share the BJP's Hindu nationalist agenda are also very active Whatsappers. As the party has focused its efforts on regulating cow slaughter and beef eating across the country, dedicated groups have sprung up on WhatsApp, tracking and targeting those they suspect of harming animals considered sacred by Hindus. In September 2015, in a village just outside of New Delhi, the local cow protection group got an alert of a man, Mohammed Akhlaq, who had supposedly killed a cow and stored its meat in his house. That information has yet to be verified, but it triggered a deadly domino effect. "People see this, they don't go to law enforcement agencies, they don't call the police saying there's a possibility that Akhlaq had killed a cow. They go to his village, drag him out and beat him to death. And brutally assault his son," recalls journalist Mohammad Ali at The Hindu. While tensions between different groups have always existed in India, "WhatsApp amplifies it on a scale that didn't really exist before," explains media professor Kalyani Chadha of the University of Maryland. "So WhatsApp is really in fact not just fake news, it's actually fake news with consequences." Indian authorities are on the backfoot when it comes to even beginning to deal with the challenges posed by the misuse of WhatsApp. Technologically, and even in terms of regulation, law enforcement officials are struggling to catch up. WhatsApp itself says keeping a check on the spread of misinformation is "complex". Earlier this year, one of the company's engineers, Alan Kao, said the key challenge to monitoring WhatsApp was encryption. It's one of the most valuable features of the messaging service, helping ensure privacy and security, but it makes it impossible to get to the root, the source, of some of the most dangerous messages being shared on the app. "Whatsapp has end-to-end encryption...Whatsapp has become the primary medium to spread rumours, because people know that they will have a large amount of legal immunity, even if they are pushing out news which might lead to disastrous consequences like people being killed," says Sinha. Speaking on the political polarisaion of Indians, Ali says, "the digital ghettoisation has increased much more now. We are looking at millions of people in a rural India being constantly radicalised through WhatsApp. They may not be ideologically-driven, but they have been ideologically appropriated." Оказалось, что каждая чашка кофе, выпиваемая в течение недели, снижала риск развития инсульта на 7%, а риск развития сердечной недостаточности – на 8%. Полученные данные подтверждают предварительные результаты более ранних исследований, в которых утверждалось, что употребление кофе может снижать риск развития сердечно-сосудистых заболеваний.

U.S.-Taiwan Relations: Strong and Vital

Stanley Kao Taiwan, Taiwan Relations, Trade, Donald Trump, Taiwan An important anniversary: the Taiwan Relations Act remains a vital part of the U.S.-Taiwan relationship. In the wake of the first meeting between President Donald Trump and his Chinese counterpart last week, it is equally significant to revisit a landmark fact that thirty-eight years ago today President Jimmy Carter signed into law the Taiwan Relations Act, which embodies the fundamental U.S. commitment to Taiwan and has continued to guide the partnership between the two countries. The Taiwan Relations Act, as well as the Six Assurances under President Reagan, ensure that all issues concerning Taiwan’s future must be resolved peacefully and with the agreement of its people. Throughout the decades, support in Congress for Taiwan has been bipartisan, and successive administrations have honored the commitments. Indeed, the U.S. commitments have over time produced a deep and significant partnership between the United States and a vibrant, prosperous Taiwan that is now the United States’ invaluable ally in the Asia-Pacific region. The two peoples are bound by shared interests and share common values including democracy, human rights, the rule of law and free market economy. Last month, at the 2017 celebration dinner of the American Chamber of Commerce in Taipei, President Tsai Ing-wen, the first woman head of state of Taiwan, expressed the hope that the two countries will build an “upgraded” strategic partnership in regional security and greater trade volumes and closer economic ties through a possible bilateral trade agreement. Taiwan was the United States’ tenth largest trading partner and the seventh largest export market for American agricultural products last year. President Tsai noted that Taiwan trade and investment in the United States has produced more than 350,000 American jobs. Ученые объяснили рост риска ожирения из-за недосыпа

Исследование, проведенное японскими учеными из Университета Васэда и компании Kao Corporation, установило связь между недосыпом и риском появления избыточного веса. Ученые пришли к выводу, что людей, которые не высыпаются, снижается количество гормонов, регулирующих аппетит, а энергия, которая расходуется в течение дня, остается неизменной. При повышенном аппетите это приводит к набору веса, передает РИА «Новости» со ссылкой на газету Asahi Shimbun. Исследование проводилось на девяти здоровых молодых людях в возрасте около 23 лет. Они находились в специальном помещении, где у них измерялась скорость метаболизма. Участники эксперимента сначала трое суток спали по семь часов. Затем на следующие трое суток время сна было сокращено вдвое. Было зафиксировано, что после трех дней недосыпания число гормонов, регулирующих аппетит, уменьшилось на 10% в сравнении с показателями, которые фиксировали при нормальном режиме сна. Уровень гормонов восстановится до нормы после того, когда участники эксперимента вернулись к обычному режиму сна.
