Conservatives Willing To Negotiate On Obamacare Repeal ― If It's A Repeal They Like

House Freedom Caucus leaders Mark Meadows (R-N.C.) and Jim Jordan (R-Ohio) had just come from a meeting with Vice President Mike Pence, and they reported that Pence, echoing a tweet that President Donald Trump sent in the morning, said the administration was “open for negotiation.” Conservatives in the Freedom Caucus tried to be clear that the current bill was unacceptable to them, meaning it could not pass the House if their group stuck together, while also signaling that they were willing to strike a deal. That conflicted tone was on full display as lawmakers like Rep. Mark Sanford (R-S.C.) called the GOP bill “an opening bid,” and as Jordan and Sen. Rand Paul (R-Ky.) ― who joined House lawmakers with Sen. Mike Lee (R-Utah) ― noted that they would be introducing legislation on Wednesday that was nearly identical to the 2015 repeal that passed both the House and Senate. Conservatives are essentially saying they’re willing to discuss what they would need to support the current plan, but also that maybe Republicans should just pass a different bill entirely. The problem for GOP leaders now is that they would likely have difficulty pushing that reconciliation bill through the House and Senate again. Its language would tear apart the Medicaid expansion, which many Republicans have warmed to, and would leave out a number of the replacement provisions Republicans now believe they need to have a functioning health care system after a repeal of the Affordable Care Act, commonly known as Obamacare. The Freedom Caucus recently took an official position that the 2015 repeal should be the floor for a new health care bill, but there are now signals that the roughly 40-man group would be open to something less ― or more ― than that measure.  For instance, after the press conference, Meadows said he would be willing to agree to some form of the advance refundable tax credits that other conservatives are painting as a new welfare program. “In some scenario, I can support an advance refundable [tax credit] in that I understand the need of the working poor to be able to afford health care coverage,” Meadows told reporters. “And so, in some scenario, under the right conditions, we can look at it.” He added that negotiations on the GOP health care bill are a “give-and-take,” and said conservatives were not presenting leaders with a “take it or leave it” proposition. Notably absent from the press conference on Tuesday was the one Senate Republican who came to define the Obamacare repeal effort in 2013: Sen. Ted Cruz (R-Texas). Cruz has been cagey on whether he would draw hard lines on positions like the advance refundable tax credits, but he told reporters Tuesday that he has “a number of concerns with the draft bill.” “The president tweeted this morning that this bill is open for negotiation, and I think that’s exactly right,” he said. Like other conservatives, Cruz recommends just going with the 2015 bill and dealing with the replacement later. “We should start with the 2015 repeal language,” he said after meeting with Pence. “That should be the floor from which we start, and from there we should build upwards, adding to that reforms on which there is consensus.” But there is no consensus. A moderate bill that could pass the Senate would lose the votes of the House’s far-right members. A bill that could get the votes of the more conservative members of the House would likely lose the moderates in the Senate. “We can not do nothing at all. Failure is not an option,” Cruz said. “This election was a referendum on Obamacare. For six years, we have campaigned promising the American people if elected we will repeal Obamacare, and I think it’s critical that we honor that promise.” And while Republicans appear fractured on the health care strategy, they are still united in their desire to repeal Obamacare. As Paul said Tuesday, there is one thing that has united Republicans “in 2010 when we won the House, in 2014 when we won the Senate and in 2016 when we won the White House,” and that is “complete repeal.” And even amid all the doubts about whether this GOP bill could find a majority in the House and Senate, House Speaker Paul Ryan (R-Wis.) projected confidence on Tuesday. “We will have 218 votes,” Ryan said. “This is the beginning of the legislative process. We’ve got a few weeks. This performance can draw from 20 years of solo material – and a host of Take That hits perhaps. Much of it is guff, of course, so does he control his volatility and pick out the pearls? Quite emphatically not. Underwear models parade past him to the strains of Welcome to the Heavy Entertainment Show as if TFI Friday never happened. He promises us that we can go home soon, but not before submitting us to songs that only the most craven performer would include in a lifetime achievement segment. He segues into I Love My Life, a 12-step affirmation bolted onto a Coldplay B-side; like Jeff Goldblum in Annie Hall, his is a mantra that is instantly forgettable. He then channels Jon Bon Jovi’s nasal wondering for Mixed Signals, a guitar anthem so anti-anthemic it’s evaporated from my head mere seconds after hearing it. In the crowd, five people point fingers to the sky while the rest stand stock still like characters contemplating their imminent death in a Roland Emmerich movie. It ends. Angels, She’s the One, Let Me Entertain You … all remain ignored by a performer who, for better but more often for worse, is at least convinced of his own unwavering brilliance. 9.58pm GMT Rob, mate. What happened there? We wanted the hits and you gave us some bemused gurns and a saggy rendition of some new songs nobody knows yet. Honestly. I'm collecting material for this article on the Strip Hack Moscow 2016 marathon, the first hackathon in the world, which is taking place in Moscow's elite Golden Girls Club. The hackathon consists of several programmer teams that in 24 hours must create an IT project on a particular subject. But the task is complicated, since it is the strip club that has set the subject. There are three distinct groups in the club: the frightened 20-something programmers who are trying to win the million-ruble prize (about $16,500); the beauties who must use all their wiles to prevent the computer specialists from realizing their "golden" dream; the club's management, which has organized the contest in order to develop an IT project for attracting new clients to the club. Most of the performers are girls who are tired of the boring professions that their parents imposed on them. Among them are former ballerinas and professional dancers who refused to work for peanuts and an idea, as well as just money-hungry young ladies. However, instead of Las Vegas, they are out to conquer Moscow. Most of the performers are girls who are tired of the boring professions that their parents imposed on them. Among them are former ballerinas and professional dancers who refused to work for peanuts and an idea, as well as just money-hungry young ladies. "They are all beautiful ladies who don't know how to be happy with men. We help them become happy," explains club owner Lucky Lee. Some of the girls could be called "sweet," some "hot," others have a diabolical flame in their eyes, one that entices you despite their ordinary appearance. Being uninhibited is their main quality. They merrily run around, laugh, change into expensive lingerie right in front of me without embarrassment and prepare themselves to seduce the men in the audience. The battle for the million Meanwhile, 100 programmers divide themselves into teams and start working. But with the appearance of the girls, problems begin to arise in the audience: Someone's system turns off on his laptop, someone else needs to urgently go and get some electronics for the gadget he is developing, etc. And obviously many begin socializing with the girls. I'm a flirt actress," says a minute 18-year-old girl with dark hair in pink lace underwear to a rotund programmer with a laptop in his hands. In response he mumbles something about morality and self-development. "I can develop here, in the strip club," parries the dancer. The majority of the programmers are still trying to be patient and restrained and to continue working. But others are deciding whether or not to forget the IT marathon and enjoy the free company of the girls. Besides, not everyone understands the concept of the "flirt actress" and they take the words "whatever is forbidden is possible" literally. "Can you believe it – I'm dancing for him and he [one of the programmers] offers me 500 bucks for a night at his place? Does he really think I cost so little?" complains Olesya, standing in front of me on her 20-centimeter-high heels and wearing turquoise lingerie. "Prostitutes have clients! We have guests. And we don't sleep with them," she adds after some thought. The winners The winners of the hackathon, as expected, are those who were able to resist the temptation. "I am a deeply married man with kids. What do I need strippers for?" says Ruslan, head of the Brocard team. It is his five-man group that receives the competition's main prize: financing for the project and a job contract with the strip club. He will have time to admire the flirt actresses later. "I am not a stripper! I'm a flirt actress," says a minute 18-year-old girl with dark hair in pink lace underwear to a rotund programmer with a laptop in his hands. We've invented the concept of cards that guests, after their visit to the club, will hand out to their friends and thus attract people from their social group to the establishment," explains Ruslan. Depending on the amount that a customer spends in one night, they will receive a certain set of services at the strip club: alcohol, food, private dances, etc. "This system also includes the "kickback algorithm," meaning that if you bring a friend with a similar social status, you'll get a bonus," says Ruslan. 24 hours later After the 24-hour hackathon you stop noticing all the delights of the strip club: The girls' beauty fades with your weariness and the ceiling lights lull you to sleep. The winning team celebrates their success with Lucky Lee and I make for the exit… bumping into a journalist colleague. Just like in a cheesy film my glass of red wine spills on her new blouse.
