Clapper disputes Pence: 'It stretches credulity' to say Russians didn't impact election

Former Director of National Intelligence James Clapper on Thursday rebuffed a claim by Vice President Mike Pence that intelligence officials concluded that Russian meddling didn't have "any impact on the outcome of the 2016 election," saying it "stretches credulity" to say Moscow's interference didn't affect any voters' decisions. “I have great respect for Vice President Pence, but in this case, I must respectfully disagree,” Clapper told NPR. Pence acknowledged at an event Wednesday that Russians had sought to influence the 2016 race, but he took issue with the idea that they were successful. “Irrespective of efforts that were made in 2016 by foreign powers, it is the universal conclusion of our intelligence communities that none of those efforts had any impact on the outcome of the 2016 election,” Pence said. Clapper, however, said the intelligence community opted against attempting to judge the impact of Russian meddling on individual voters' decisions in a report that was made public last year."The intelligence community has neither the authority nor the capability to make such a judgment as to whether there was or was not impact on the election," Clapper said. "And we did not say that."Clapper added that it was "absolutely" possible that foreign influence campaigns had swayed voters, even though authorities had not made a definitive ruling on the matter. “I will say now that I’m not in an official position that it stretches credulity, given the magnitude, scope and depth of the Russian efforts, that they didn’t have impact on individual voter decisions," Clapper said. "But again, the intelligence community did not and could not gauge the impact on individual voter decisions.”Clapper said he and other intelligence officials had "made that point clear” to President Donald Trump and his transition staff when they briefed him last January before he took office.

Reports of chaos and disorganization inside the White House through the first months of President Donald Trump’s administration are accurate, former chief of staff Reince Priebus said. In fact, Priebus said, those reports understated the truth of the Trump administration’s beginnings.“Take everything you’ve heard and multiply it by 50,” Priebus told author Chris Whipple, whose book on White House chiefs of staff, “The Gatekeepers,” will be released in paperback next month with a new chapter on the Trump administration. Excerpts of the new chapter were published Wednesday by Vanity Fair.Priebus, a former head of the Republican National Committee who oversaw the party’s seizure of both chambers of Congress and the White House, lasted just six months as Trump’s chief of staff, a period that ranked among the most tumultuous times of any modern American presidency. Reports of infighting and confusion during Priebus’ tenure as chief of staff were nearly ubiquitous, which Priebus himself blamed on outside forces, the president’s unique personality and his ambitious agenda.“No president has ever had to deal with so much so fast: a special counsel and an investigation into Russia and then subpoenas immediately, the media insanity,” Priebus said. “Not to mention we were pushing out executive orders at record pace and trying to repeal and replace Obamacare right out of the gate.”The former chief of staff recalled the blistering 6 a.m. phone call he received from Trump on the morning after the inauguration, wherein the president demanded Priebus begin his first full day in the West Wing pushing back against reports that Trump’s swearing-in had not been as well-attended as his predecessor’s. That day, which culminated with then-press secretary Sean Spicer’s much-ridiculed declaration from the briefing room podium that the president’s inauguration had featured the “largest audience to ever witness an inauguration — period,” cost the Trump administration precious credibility and set the tone for a combative first year in office.Priebus, though, said that the administration’s early struggles were growing pains brought on by a norm-shattering president who was resistant to the traditional shackles of the presidency. Priebus recalled that early in Trump’s administration, staffers would write out tweets for the president to use, including some that “would really push the envelope,” in an ultimately fruitless effort to stay ahead of his social media messaging. Priebus also told Whipple that he had managed to talk Attorney General Jeff Sessions out of resigning last spring on the same day that Deputy Attorney General Rod Rosenstein appointed special counselor Robert Mueller to oversee an investigation into allegations of collusion between the Trump campaign and the Russian government. Sessions, fresh off an excoriation by Trump, had decided to resign, Priebus recalled, until the then-chief of staff cajoled him out of his waiting car and convinced him, with the help of Vice President Mike Pence and then-chief strategist Steve Bannon, to reconsider.“You have to remember: the president was the Trump campaign. The R.N.C. was the organization — but he accomplished almost everything in his life by himself,” Priebus said. “The idea that he was suddenly going to accept an immediate and elaborate staff structure regulating every minute of his life was never in the cards.”

In Washington, the White House canceled its press briefing and President Donald Trump did not address the nation, POLITICO’s Cristiano Lima reports. Trump tweeted his “prayers and condolences to the families of the victims of the terrible Florida shooting” adding, “No child, teacher or anyone else should ever feel unsafe in an American school.” The shootings came as the White House faced a number of lingering questions — about its handling of staffers with provisional security clearance, staff tumult over the handling of former staff secretary Rob Porter, and allegations of misuse of government resources by the EPA administrator and the secretary of Veterans Affairs. All took a back seat to the shooting, with White House press secretary Sarah Hucakbee Sanders attributing the canceled press briefing, an unusual step, to the shootings.The White House said Trump had been in touch with Florida Gov. Rick Scott and was continuing to monitor the situation.Elsewhere in President Trump’s orbit:ANOTHER RESIGNATION: A third White House official has resigned today after being told he would not receive permanent security clearance. George David Banks was a senior official on the National Economic Council. ENVIRONMENTAL CHANGES: The EPA at first said that Administrator Scott Pruitt had blanket approval to travel in first class accomodations — then retracted it and said any information about Pruitt’s travel would require a Freedom of Information Act request. STUNNING REPORT: An inspector general report concludes that Veterans Administration Secretary David Shulkin’s chief of staff altered an email to create a pretext that allowed Shulkin’s wife to travel with him to Europe at taxpayer expense. It also concludes Shulkin accepted inappropriate gifts, including Wimbledon tickets, and used staff as personal travel concierges. GRASS FIRE: Senate Judiciary chairman Chuck Grassley ripped Attorney General Jeff Sessions for not backing bipartisan criminal justice reform measures, saying he was “incensed” by Sessions preemptively attacking legislation. LIKE NO UN THERE: Vice President Mike Pence said he deliberately chose to ignore Kim Jong Un’s sister at the Olympic Opening Ceremony because he didn’t believe giving her any attention would be appropriate.
