Some take for granted the importance of foreign economies having access to the U.S. financial system. For the nations of the Caribbean region, access to U.S. correspondent banking relationships are essential to local economies, including paying for imported goods, processing credit cards of tourists, exchanging currencies, and receiving remittances from friends and families living in the United States and abroad. For us in the United States, these cross-border banking relationships maintain our connectivity to our neighbors to the south, facilitating economic development that is good for the United States as well as for Caribbean nations. These important themes underpinned the U.S.-Caribbean Public-Private Dialogue on Correspondent Banking, held in Kingston, Jamaica, on April 5 and hosted by the U.S. Department of the Treasury and the Bank of Jamaica. I had the distinct pleasure of joining Brian Wynter, Governor of the Bank of Jamaica, in chairing this robust and frank dialogue, which enabled banks, supervisors, and policy-makers to directly engage on multiple issues of high-level economic and political importance to Caribbean nations and the United States. Our dialogue included very open and honest discussions on an array of issues related to cross-border correspondent banking, including trends, challenges, expectations, and implementation practices in Caribbean countries and in the United States. The success of our dialogue rests squarely on the active and direct engagement of 110 public and private sector representatives from 26 jurisdictions, including the United States, Canada, Belize, Anguilla, Antigua and Barbuda, Aruba, Barbados, Bermuda, British Virgin Islands, Cayman Islands, Curacao, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Montserrat, St. Maarten, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, The Bahamas, Trinidad and Tobago, and Turks and Caicos Islands. These key public figures highlighted the importance of cross-border relationships between the Caribbean and the United States and stressed that open dialogue is essential to achieve objectives of transparency and access to the international financial system. Particularly valuable were the discussions on the money laundering and terrorist financing risks facing jurisdictions and their financial institutions as well as advances in legal and regulatory frameworks to mitigate those risks. Moving ahead, participants in the dialogue agreed to continue the spirit of cooperation and communication. We will continue to strive to improve communication, cooperation, and information sharing, as well as fostering the understanding of expectations related to correspondent banking. My dad and I had got a boat to an uninhabited island only for rain to start pelting down the moment we arrived. As we strode along the beach, I saw a glint of blue glass on the shoreline. I realised it was a wine bottle – and that there was something inside it. A jolt of excitement ran through me.I’d always dreamed of finding a message in a bottle and my hands were shaking as I uncorked it. It turned out the bottle had been dropped eight months previously, in October 2006, by a couple on board a cruise from the Portuguese island of Madeira.
